When it comes to transporting inmates in need of medical care and accompanying corrections staff, safety and reliability are paramount. As a Contracting Officer, you face the critical task of selecting air charter services that meet stringent safety standards while also managing costs. The decision often boils down to choosing between higher GSA standards like Wyvern Pro, ARGUS Platinum, and IS/BAO Stage III, the baseline (but still stringent) standards of ARGUS or Wyvern, or just relying on FAA certification. Let's explore the pros and cons of each to help you make an informed decision.



Both GSA Enhanced ARGUS/Wyvern Standards and ARGUS/Wyvern Baseline Standards are Superior to Just Requiring FAA Certification – Insist Vendors Utilize one or the Other



Keep in mind that both the GSA standards as well as baseline ARGUS/Wyvern standards are superior to just relying on FAA certification. Contracting Officers can enjoy an elevated safety standard by requiring either GSA standards are met or that carriers utilize the baseline ARGUS/Wyvern programs. Brokers can utilize ARGUS/Wyvern to eliminate low time pilots and carriers with a checkered safety record. Without the information available from audit platforms and relying on vendors to utilize them, Contracting Officers aren’t getting the full picture and in some cases could be selecting an air carrier that has a concerning safety record simply because they were the lowest price. Often the cheapest option is because an operator doesn’t have the expense of maintaining higher standards.



The Case for Higher GSA Standards: Wyvern Pro, ARGUS Platinum, and IS/BAO Stage III



Pros:


  1. Enhanced Safety: Wyvern Pro, ARGUS Platinum, and IS/BAO Stage III certifications represent the pinnacle of safety in the air charter industry. These standards require rigorous audits, continuous monitoring, and adherence to best practices that go beyond basic FAA requirements. This means that operators with these certifications have demonstrated a commitment to maintaining the highest levels of safety and operational excellence.

  2. Comprehensive Audits: All three standards involve thorough, on-site audits that assess an operator's safety management systems, emergency response planning, pilot qualifications, and maintenance programs. These audits ensure that every aspect of the operation is scrutinized and meets the highest standards.

Not all operators can meet the stringent requirements of Wyvern Pro, ARGUS Platinum, or IS/BAO Stage III, which can reduce your options when selecting a service provider.

  2. Higher Costs: Maintaining these high standards comes at a cost. Operators must invest in continuous training, advanced safety management systems, and regular audits, all of which can drive up the price of their services. This can be a significant consideration for budget-conscious Contracting Officers.



The Case for Baseline ARGUS/Wyvern Standards


Pros:


  1. Greater Availability: By opting for the baseline ARGUS/Wyvern standards, you open up a larger pool of potential air carriers. This can be particularly beneficial in situations where availability is a critical factor, such as emergency medical transports.

  2. Cost Savings: Operators that do not pursue the highest certifications often have lower operational costs, which can translate to more competitive pricing for their services. This can help you manage your budget more effectively while still meeting basic safety requirements.

  3. FAA Compliance: Even without using the GSA requirements, these operators still adhere to FAA standards, ensuring a baseline level of safety and regulatory compliance. This means that while they may not meet the rigorous criteria of Wyvern Pro, ARGUS Platinum, or IS/BAO Stage III, they are not only operating within the bounds of federal safety regulations but are using even more stringent standards than FAA certification. We recommend that buyers only utilize carriers that are at least Wyvern Registered or ARGUS Gold to ensure a higher level of safety and reliability.

If you use GSA as your contracting vehicle, add this to your bid requirements:


“All air carriers must meet GSA Part 135 procurement requirements for air charter”

If using an open market purchase vehicle (such as facility PO), add this to your bid requirements:

“All air carriers must be registered and active users of either the Wyvern or ARGUS audit platforms”
